GMVV is Venezuela's state-run mass housing program, launched under Chávez and continued under Maduro, with targets of building millions of subsidized units. Despite high political visibility, the program has struggled with construction quality, delivery delays, and a growing gap between announced targets and actual completions — directly suppressing demand for private housing.
